This letter was written primarily to bring a message of hope and encouragement to Christians under persecution in modern day Turkey under Nero.
AD64-68 Nero-blamed Christians for the great fire in Rome and punished them cruelly. 1st of 6 evil emperors spanning to 211 AD. Christianity wasn’t popular. Peter martyred about this time.
And yet, how did Peter say we should live? I assure you he didn't say go wage war against Rome and take it over.
